Pick a color that complements your eyes and makes them bang, so that people gaze for the exact reasons. If you have blue eyes, try vivid (bright) yellow; green eyes, go for effective (Punchy) purple, and brown peepers work with a multiplicity of shades, like the scalded (burnt)orange. To provide characterization to your eye, use a black or brown liner to create a light winged tip. You don't want your eyes to get lost in a pool of orange. I always blotch (Smudge) my liner, so setting face powder is a personal blessing to keep my makeup integral (intact). The last thing you want is to step out in your neon shadow feeling confident, only to realize that you have blue smudged all over your cheek not a good look. A light dusting of final powder approximately(around) your eye is all you need.
